Pilotage Charges

Humber Pilotage Area

Pursuant to section 10 of the Pilotage Act 1987, Associated British Ports, as the Competent Harbour Authority for the Humber Pilotage Area, hereby make the following list of pilotage charges which shall come into operation on 1st January 2012.

Basis of Charges
Gross Tonnage

The basis of charges for the services of pilots and the boarding and landing fees shall be the Gross Tonnage (GT) as calculated under the provisions of the International Tonnage Convention (1969).

Associated British Ports reserves the right to add a surcharge to the charges payable, or to impose an assessment of Gross Tonnage for the payment of such charges for any vessel which has not been measured in accordance with the above Convention.

A. Services of a Pilot in the Lower Humber:-

For the pilotage of a ship from the seaward limits of the Pilotage area to:

1. - any place at Killingholme, Salt End, Hull or Hull Roads or the South Channel opposite Hull. Not exceeding 500 tons gross tonnage, £169.85 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

2. - any place at New Holland, Barrow, or Hessle Haven. Not exceeding 500 tons gross tonnage, £202.25 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

3. - any place at Immingham or vice versa. Not exceeding 500 tons gross tonnage, £144.08 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

4. - any place at Grimsby or vice versa. Not exceeding 500 tons gross tonnage, £128.27 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

5. - the Tetney Mono-Mooring Buoy or vice versa laid in the River Humber off Tetney Haven . Not exceeding 500 tons gross tonnage, £72.27 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.


6. For pilotage services rendered to a ship in that part of the Humber Pilotage Area in which pilotage is not compulsory. Not exceeding 500 tons gross tonnage, £67.17 plus £13.07 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

7. Ships in ballast shall pay two-thirds only of the foregoing rates.


For the pilotage of a ship MOVING from: 

8. - any place at Hull, New Holland, Salt End, Hull Roads or the South Channel opposite Hull, or Barrow or Hessle Haven
to
any place at Hull, New Holland, Salt End, Hull Roads or the South Channel opposite Hull, or Barrow, Hessle Haven.
If the ship is navigated over any part of the River Humber:- Not exceeding 500 tons gross tonnage, £62.97 plus £20.81 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons. Minimum charge £126.39

- any place at Killingholme or Immingham to any other place at Killingholme or Immingham
or

- any place at Grimsby to any other place at Grimsby. If the ship is not navigated over any part of the River Humber:- Not exceeding 500 tons gross tonnage, £62.97 plus £20.81 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons. Maximum charge £168.00.

For the movement of a vessel from:

9. - any place at the Immingham Bulk Terminal
to
any other place at the Immingham Bulk Terminal, providing that the vessel does not navigate outside the recognised dredged basin at the Terminal during the course of the movement. For a vessel not exceeding 2,000 gross tonnage a charge of £126.66 plus £20.84 for every 500 tons or part thereof on the excess of gross tonnage over 2,000 tons. Maximum charge £527.63 with the addition of 25 per cent for ships drawing 36 feet or over or of 40,000 tons deadweight or over.


For the pilotage of a ship between:

10. - any place at Hull, New Holland, Salt End, Hull Roads or the South Channel opposite Hull or Barrow, or Hessle Haven
and
any place at Killingholme or Immingham. Not exceeding 500 tons gross tonnage, £133.23 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

For the pilotage of a ship between:

11. - any place at Killingholme or Immingham
and
any place at Grimsby. Not exceeding 500 tons gross tonnage, £91.86  plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

For the pilotage of a ship between:

12. - any place at Hull, New Holland, Salt End, Hull Roads or the South Channel opposite Hull or Barrow, or Hessle Haven
and
any place at Grimsby. Not exceeding 500 tons gross tonnage, £150.54 plus £27.86 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons.

13. For an intermediate distance a proportionate rate shall be charged.


14. For the attendance of a Pilot on board a vessel moored at the Tetney Mono-Mooring Buoy in the River Humber off Tetney Haven. An initial charge of £203.76 for the first attendance period of 12 hours or any part thereof:- For each subsequent complete 12 hour attendance period, £203.76 For any attendance period of less than 12 hours, after the first or any subsequent complete 12 hour attendance period, a proportionate charge, subject to a minimum charge of £24.07.


15. For the attendance of a Pilot on board a ship at anchor. £22.57 per hour or part thereof after the first hour.


16. Where a ship which is bound for a dock, haven, creek, jetty, slip or quay arrives in the Humber off the said dock, haven, creek, jetty, slip or quay and through any circumstances does not dock or berth there, but for safe anchorage has to proceed elsewhere than off such dock, haven creek, jetty, slip or quay. On each occasion, such rates as herein apply to the stages through which she is piloted.


17. For the services of a Pilot on board a ship drawing 36 feet or over or of 40,000 tons deadweight or over. The rates chargeable in respect of the services of a Pilot, but with the addition thereto of 25 per cent.


18. The term "seaward limits of the Pilotage Area" where used in this List shall be read and construed as meaning the seaward limits of that part of the Humber Pilotage Area in which pilotage is compulsory.

B. Services of a Pilot between Hull and Goole:-

Charges calculated by the PAVIS computerised billing system are shown in the Pilotage Charge Calculators below. PLEASE NOTE that due to rounding of fractions, these may not always be an exact arithmetic result.

For the pilotage of a ship:

1. - from Hull to Goole or vice versa, or from any place to any other place both within those limits (except those places referred to in paragraph 2 hereof).
or
from the South Channel, opposite Hull, to Goole or vice versa or from any other place to any other place both within those limits (except those places referred to in paragraph 2 hereof).
In cargo.   Not exceeding 300 tons gross tonnage, £240.86 plus £6.66 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.
In ballast. Not exceeding 300 tons gross tonnage, £171.35 plus £4.55 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.

For the pilotage of a ship:

2. - from New Holland, Barrow or Hessle Haven to Goole.
In cargo.   Not exceeding 300 tons gross tonnage, £190.70 plus £6.66 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.
In ballast. Not exceeding 300 tons gross tonnage, £135.66 plus £4.55 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.

3. Where a ship under pilotage between Hull and Goole and vice versa and by reason of lack of water in the navigable channel is detained at Blacktoft on the River Ouse until a later tide. The appropriate pilotage rate prescribed in paragraphs 1. or 2. hereof shall be increased by 50%.


 

C. Services of a Pilot between Hull and River Trent Wharves:-

Charges calculated by the PAVIS computerised billing system are shown in the Pilotage Charge Calculators below. PLEASE NOTE that due to rounding of fractions, these may not always be an exact arithmetic result.

For the pilotage of a ship:

1. - from Hull to Gunness, vice versa or from any place to any other place both within those limits (except those places referred to in paragraph 3 and moves covered by paragraph 4 hereof);
or 
from the South Channel opposite Hull to Gunness or vice versa, or from any place to any other place both within those limits (except those places referred to in paragraph 3 and the moves covered by paragraph 4 hereof).
In cargo.   Not exceeding 300 tons gross tonnage, £240.86 plus £6.66 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.
In ballast. Not exceeding 300 tons gross tonnage, £171.35 plus £4.55 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.

2. - between Gunness and Gainsborough. The above rates and for an intermediate distance between those places a proportionate rate.


3. - from New Holland, Barrow, or Hessle Haven to Gunness.
In cargo.   Not exceeding 300 tons gross tonnage, £190.70 plus £6.66 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.
In ballast. Not exceeding 300 tons gross tonnage, £135.66 plus £4.55 for every 100 tons or part thereof on the excess of gross tonnage over 300 tons.

4. For the services of a Pilot in berthing a ship at her destination on the River Trent if the ship is not so berthed on the first available High Water (fog or other natural causes excepted) or in moving a ship, after the ship has reached her destination within the limits of Flixborough, Keadby, Gunness. One-half of the appropriate minimum pilotage rates prescribed in paragraphs 1. or 3. above.


 

D. Detention and Cancellation Charges:-

a) For the attendance of a Pilot on board a ship lying at anchor in the Pilotage Area or in any dock or at any jetty, slip or quay in the Pilotage Area:-

(i) If the movement of the ship is delayed beyond the time at which a Pilot was ordered to be on board £22.57 per hour or part thereof after the first hour.;
or
(ii) If the movement of an inward bound ship is cancelled for the tide for which the Pilot was ordered £22.57 per hour or part thereof plus two hours.
or
(iii) If the movement of an outward bound ship is cancelled for the tide for which the Pilot was ordered £22.57 per hour or part thereof plus three hours.

The above-mentioned times shall be reckoned from the time the Pilot was ordered to be on board the ship and the time the ship is ready to sail, or as the case may be, the time the sailing is cancelled.

b) If an order for a pilot for a ship inward bound from Sea be cancelled, due to the non-arrival of the vessel on the tide on which it was due, or for any other reason whatsoever, after a pilot has been allocated to the vessel by the Pilot Master and has been in attendance at either the Pilot Office at Hull, Grimsby or Goole or the Spurn Pilot Station in pursuance of that order, there shall be charged a cancellation fee of £45.14.


 

E. Services of an Assistant for a Pilot:-

Services of an Assistant for a Pilot. £203.76 


F. Fees and expenses of a Pilot and Assistant (if any) during periods spent outside the Area in anticipation or in consequence of his activities as a Pilot or Assistant.
Service Charge

a) For the Pilot:-

(i) for the initial period of 12 hours or any part thereof; £203.76 

(ii) for each subsequent complete 12 hour period £203.76 .
and
(iii) for any period of less than 12 hours, after the first or any subsequent complete 12 hour period A proportionate charge subject to a minimum charge of £24.07.

b) For the Assistant to the Pilot:-

(i) for the initial period of 24 hours or any part thereof £203.76.

(ii) for each subsequent complete 24 hour period £203.76;
and
(iii) for any period of less than 24 hours, after the first or any subsequent complete 24 hour period. A proportionate charge subject to a minimum charge of £24.07.


 

G. Variation of Orders for Pilots:-

1. In the case of any vessel outward bound from an upriver port or wharf, where the pilot is ordered to Hull Roads only and is subsequently retained on board, for whatever reason the full Pilotage and Boarding and Landing fees for both the Lower Humber and either the Goole or Trent area (as appropriate) will be charged together with an additional amount of one-third of the Lower Humber Pilotage and Boarding and Landing fees.

2. Where a pilot on board any vessel outward bound from an upriver port or berth is discharged for any reason at Hull Roads when previously ordered to conduct the vessel to sea, the full Pilotage and Boarding and Landing fees for both the Lower Humber and the Goole or Trent area (as appropriate) will be charged.


 

H. Boarding and Landing Fees:-

a) For the Boarding and Landing of Pilots in respect of every ship piloted to or from sea by a Pilot. Not exceeding 500 tons gross tonnage, £94.00 plus £11.68 for every 500 tons or part thereof on the excess of gross tonnage over 500 tons. Ships in ballast shall pay two-thirds only of these boarding and landing rates.

b) For any vessel, whether in cargo or ballast, going alongside Riverside Quay, Hull, for the sole purpose of embarking or disembarking authorised pilots for the Humber Pilotage Area a fixed fee of £70.87 will apply.


 

 I. Transportation of Pilots:-

For the sole purpose of transportation of authorised pilots to and from their destinations, the following will apply:

Pilot Lobby (Hull) to either:-
Saltend or Hessle Dock £9.07

Pilot Lobby (Hull) to New Holland or Barrow Haven £26.52

Pilot Lobby (Immingham) to either:-
I.O.T. , Immingham Bulk Terminal,  South Killingholme,  Immingham Gas Jetty,  North Killingholme Haven , H.I.T,  H.S.T or Outer Humber £8.37

The charges specified in the above list shall be payable in respect of services used on and after 1st January 2012.

2. If charges incurred are not paid within one month from the date on which they become due, the following increases shall be payable.

Period after charge becomes due - Percentage Increases

Payment after one month but not exceeding two months 5%
Payment after two months but not exceeding three months 10%
Payment after three months but not Exceeding four months 15%
Payment after four months but not Exceeding five months 20%
Payment after five months 30%

3. This list cancels the previous list of charges made for the Humber Pilotage Area, payable in respect of services used on and after 1st January 2011.
